What it takes to fix this is a different kind of methodology design. Activity-based allocation, where shared resource consumption is measured against the actual drivers of consumption rather than administrative proxies. Service-level allocation, where specific services provided by shared functions are tracked and allocated to the programs that consume them. Effort-based allocation, where time and capacity of shared resources are documented and allocated based on documented consumption. These methodologies are harder to administer than headcount or square footage. They require more documentation, more system support, and more analytical infrastructure. They also produce cost intelligence that reflects operational reality, which means the decisions made on top of them are sharper, more defensible, and more aligned with what's actually happening in the organization.
